EHDI Responsibility vs Collaboration -Where Is The line?
Highly successful state EHDI programs achieve their success in very different ways. Both the CDC cooperative agreement and the HRSA grant are “one size fits all”. How do we, as EHDI Coordinators resolve some of the inevitable conflicts that arise from federal requests that don’t fit with how our state
individual grant recipients have structured authority, funding, staffing and collaborative opportunities? How do we address the disparities in where states are in the process of developing programs and their capabilities? This presentation will explore some of those challenges along with how to identify the issues, write responsive and realistic workplans to fulfill those requirements and address those conflicts
positively. This session will include an interactive portion where small groups will be able to brainstorm ideas and solutions as well as share with the group.

Lylis Olsen is the State EHDI Coordinator in Arizona. She is a pediatric audiologist with 35years of experience. She also has a Master's degree in Public Health and has 28 years experience in state newborn hearing screening programs. She works with the EAR Foundation of Arizona on education, advocacy and promoting services for families and their children who are Deaf or Hard of Hearing. Lylis also manages the HEAR for Kids, a unique program that serves as a safety net for children in need of loaner cochlear implants or hearing aids, permanent hearing aids or access to all levels of diagnostic audiology services.

Annette Callies

Annette is responsible for management of the EHDI Program. As Coordinator of Quality Improvement Team, she guides policies to increase follow-up rates. She serves as the lead on follow-up activity analysis, interpretation, and reporting on programmatic data to plan or reconfigure systems to improve efficiency, including provision of technical assistance as required. Annette also provides education to health care providers, early intervention specialists and parents about the program and monitors the State database for timeliness of referrals and to identify and resolve system issues. To engage a diverse group of stakeholders in systems improvement, she plans and facilitates the EHDI Advisory Committee Meetings and provides technical assistance to sub-committees. In her free time, Annette enjoys painting, portrait photography and playing with her five grandbabies.

Kimberly Scott

Kim Scott has worked with the Arkansas Department of Health since 2008 serving in roles as a Public Health Educator, Infant Hearing Program Manager, and Child Health Section Chief. Through this work, Kim has facilitated program management, grant management, monitoring continuous quality improvement and served as the Child Health Domain Lead for the Title V Maternal and Child Health program. Kim has worked with the Arkansas early hearing detection and intervention (EHDI) program since 2015, serving as the State EHDI Coordinator and participating in various stakeholder groups such as the State Interagency Coordinating Council. She is a Certified Health Education Specialist and a graduate of Arkansas State University with a Bachelor of Science in Exercise Science and a Master of Science in Health Sciences.
