Presenter 1: Name: Alicia Favila

Alicia M. Favila, Senior Consultant, Deaf and Hard of Hearing Services, Region 10 Education Service Center (ESC) serves as State Coordinator for Deaf and Hard of Hearing Services: Birth – 5, in partnership with the Texas Education Agency. Alicia Favila coordinates efforts of the Texas Deaf & Hard of Hearing Leadership Council: Birth – 3 as part of the State’s continuous improvement process as a strategic initiative of the State Plan for Deaf and Hard of Hearing Students. She serves on various state committees including the Texas National Agenda Committee (TNAC). She is also responsible for providing leadership, staff development, consultation and technical assistance to Regional Day School Programs for the Deaf (RDSPDs) and local school districts throughout Texas. Alicia Favila holds a B.S degree in Communication Sciences and Disorders from Texas Woman’s University and a M.Ed. in Educational Administration and Supervision from Arizona State University.
Presenter 2: Name: Eugenia Dunham

Eugenia Dunham is the Manager of the Newborn Screening (NBS) Support Group for the Texas Department of State Health Services. She also provides management oversight to the Program for the Amplification of Texas (PACT) and the Genetics Program. Eugenia Dunham has spent over 20 years in nonprofit management, including extensive fundraising and development experience. Her career debut as a Social Worker and quick advance to Supervisor of a mental health clinic and her embrace of public health work for the New York City schools led to Director positions with the American Red Cross and other health services agencies, and to the title of Executive Director of a Boston, Massachusetts nonprofit with a broad mandate to coordinate diverse youth services. She holds Master’s degrees in Social Work and Public Health. Eugenia Dunham is a member of the Texas Deaf and Hard of Hearing Leadership Council: Birth – 3.
Presenter 3: Name: Christine Watkins
Affiliation:
Christine Watkins is a certified, licensed speech language pathologist. She has worked for over 20 years in several capacities in the Texas Part C ECI system. She has served as an assistant program director, training coordinator, speech language pathology contractor, and as a staff ECI speech language pathologist. She currently works in the Policy and Support section at DARS ECI, and is the primary contact for Texas Part C regarding services for infants and toddlers who are deaf or hard of hearing. Christine Watkins is a member of the Texas Deaf and Hard of Hearing Leadership Council: Birth – 3.
Presenter 4: Name: Karen Clark
Affiliation:
Karen Clark is the Director of the Education Division at the Callier Center for Communication Disorders at the University of Texas at Dallas. Her responsibilities include supervision of the deaf education, early intervention, and preschool programs for the Dallas Independent School District. Karen Clark is a trainer for the SKI-HI Curriculum for Families of Infants and Young Children with Hearing Loss and consults with the National Center for Hearing Assessment and Management (NCHAM) in the area of early intervention. She has an M. A. Degree and the American Speech-Language-Hearing Association Certificate of Clinical Competence in Audiology and holds Texas' State Certification in Education of the Deaf and Early Childhood Education. Karen Clark is a member of the Texas Deaf and Hard of Hearing Leadership Council: Birth – 3.
Presenter 5: Name: Lisa Crawford
Affiliation:
Lisa Crawford is a Parent Liaison in the Educational Resource Center on Deafness in Austin, TX. In this position she helps facilitate the organization of a statewide parent network of families with children who are deaf or hard of hearing and works to increase access to resources for families through outreach activities. She is a parent/professional member of the Texas Deaf and Hard of Hearing Leadership Council: Birth – 3, the Texas National Agenda Committee (TNAC) and is a co-director for the TX Hands & Voices chapter. She is the parent of two daughters, one of whom is deaf and attends the Texas School for the Deaf.

Title: Building Collaborative Partnerships Across the EHDI Continuum

Abstract:

In Texas, it is estimated that 3,000 - 3,600 babies, birth to three, have a permanent hearing loss, yet historically state records have shown that only a fraction of those are identified and receive timely, appropriate early intervention services. Improving EHDI outcomes requires a concerted effort on the part of all EHDI stakeholders – parents, Deaf and Hard of Hearing community members and EHDI professionals - as each member is vital to the improvement process. Effective improvement measures can only be accomplished when all stakeholders work in tandem. Established in the fall of 2006, the Texas Deaf and Hard of Hearing Leadership Council: Birth to Three has taken the “bull by the horns” to improve EHDI outcomes in Texas. Intentional collaboration within and among multiple agency/organizations is beginning to transform the state’s EHDI system. This session is designed to provide participants with information on how Texas is focusing on quality improvement measures across the EHDI continuum in order to begin addressing loss to follow-up within the 1-3-6 process. Potential applications for states working in a similar direction will be discussed.
