Dinah Beams is the Lead Colorado Hearing Resource (CO-Hear) Coordinator with the Colorado School for the Deaf and the Blind. Responsibilities in this position include coordinating services for families with newly-identified children; hiring and training providers; supervision; curriculum and program development; and system building. Previous experience includes working as an Outreach Specialist for Beginnings for Parents of Children who are Deaf and Hard of Hearing in Raleigh, North Carolina and as both a classroom teacher and an itinerant teacher in Colorado. Dinah is the author of the CHIP Parent Manual and the Curriculum for Sign Language Instructors, and co-developer of materials for the Integrated Reading Project (IRP), part of Colorado’s Early Literacy Development Initiative for young children who are deaf and hard of hearing. Dinah has a M.A. from the University of Colorado and a B.S. from Southern Methodist University. She has presented frequently at state, national, and international conferences.

Title: Assessment for All Children

Abstract:

With outcome and accountability data playing an ever-increasing role in EHDI systems, the Colorado Home Intervention Program (CHIP)at the Colorado School for the Deaf and the Blind is committed to the assessment of all children in the program. In addition to the F.A.M.I.L.Y. Assessment, a comprehensive assessment designed to measure a child's progress across the developmental domains with a particular emphasis on language and communication, the program has developed assessments that are appropriate for other populations in the program including children with unilateral hearing loss, children with significant support needs, and children with combined vision and hearing loss. Modifications have been made to existing assessment packets in order to be able to more accurately assess the needs of children and families who do not speak English. This presentation will explore the different assessments utilized to support intervention systems in Colorado and how these fit with national initiatives focusing on outcome data for early intervention programs, utilizing assessments to drive intervention services for children and families, overcoming the challenges to implementing a comprehensive assessment program, tracking outcomes, and funding an assessment program.
