Title: Plenary III: 'Achieving Cultural and Linguistic Competence'
Speaker(s): Tawara D. Goode, MA Director, National Center for Cultural Competence Georgetown University Center for Child and Human Development Assistant Professor, Department of Pediatrics, Georgetown University Medical Center

Ms. Goode is an Assistant Professor in the Department of Pediatrics at Georgetown University Medical Center in Washington, D.C. She has been on the faculty of the Georgetown University Center for Child and Human Development (GUCCHD), for the past 30 years and has served in many capacities. Ms. Goode has degrees in Early Childhood, Special Education and Human Development and over 32 years of experience in the field.

The National Center for Cultural Competence has been in existence for the past 13 years, during which Ms. Goode was the director for 11 years. The mission of the National Center for Cultural Competence is to increase the capacity of health care and mental health programs to design, implement and evaluate culturally and linguistically competent service delivery systems. Ms. Goode has been actively involved in the development and implementation of programs and initiatives in the area of cultural and linguistic competence at local, national and international levels. These efforts address the needs of diverse audiences, including health care, mental health, social services, early childhood and special education, community/advocacy organizations, professional societies/organizations, and institutions of higher education.
Abstract: Cultural and linguistic competence is widely recognized by policy makers, researchers, educators, and providers as fundamental aspects of quality in health and human services, particularly for diverse patient populations. Cultural and linguistic competence is viewed as an essential approach for reducing disparities by improving access, utilization, and service delivery and the outcomes and well-being of children, families, and the communities in which they live. This plenary session will: (a) describe conceptual frameworks for advancing cultural and linguistic competence, at both the organizational and individual levels, within programs concerned within early hearing detection and intervention; and (b) offer a parent’s perspective on the role of culture in services and support for a child with hearing loss.

1.Describe a conceptual framework for a cultural competence model.
2.Define linguistic competence.
3.Cite characteristics of culturally and linguistically competent organizations and their personnel.
4.relate principles and practices of cultural and linguistic competence to the core functions of early hearing detection and intervention programs.
