Title: 'Early Intervention Services Provided by Schools for the Deaf - National Survey'

Learning Objectives: Participants will learn about specific state information and national trends as a resource for starting, expanding or refining their state partnerships with Schools for the Deaf. Participants will also increase awareness of the specific and unique resources inherent to Schools for the Deaf necessary to ensure that families receive appropriate and quality early intervention services.

Abstract:

A survey was sent to 65 Public and Private Schools for the Deaf in the spring of 2010 requesting information to ascertain scope and characteristics of services provided by Schools for the Deaf to children in the birth through 3 age range and the Schools’ involvement in EHDI systems in their state. Forty (40) Schools representing 36 states responded to the survey with 25 Schools indicating they were providing early intervention services to children in the Part C system. Findings include: Impact – Numbers and percentage of children in each state served; Program models (Type; Curriculum; Scope); Employee characteristics (Qualifications, Contractors, Numbers); Leadership roles of the School in their state systems (ICC; EHDI; Part C); Partnerships (Formal; Informal); Strategies used to determine program effectiveness. This session will share the findings of this national survey and highlight the diversity and comprehensiveness of services provided by Schools for the Deaf. It will also highlight issues inherent with specific models, partnerships and the provision of quality services for young children such as qualified early interventionists, Deaf Role Model programs and technical assistance provided by Schools for the Deaf.

Rosemary Gallegos - New Mexico School for the Deaf
     Credentials: Licensed Educator and Administrator, M.ED
      Rosemary Gallegos is currently the Assistant Superintendent of the New Mexico School for the Deaf responsible for IDEA compliance, Early Intervention and Outreach Services. She has over 26 years experience as an early interventionist, early childhood teacher and administrator of a wide variety of programs in the education of children and students who are deaf or hard of hearing. She has presented at state and National conferences on the development of Early Intervention and Outreach programs and Communication Considerations for children who are deaf or hard of hearing and has co-authored and authored curricula and video materials published by SKI*HI and Boys Town Press. Ms. Gallegos has a a Master's of Education Degree with a focus in education of the Deaf and Hard of Hearing from the University of Arizona and is a licensed special education, elementary and early childhood teacher, educational leader and administrator.
Ron Stern - New Mexico School for the Deaf
     Credentials: Ed. D. Superintendent, New Mexico School for the Deaf
     Other Affiliations: President; CEASD - Conference of Educational Administrators of Schools and Programs for for the Deaf
      Ronald Stern, the current Superintendent of the New York School for the Deaf and Past President of CEASD. Ron grew up in New York City. He earned his BA in Sociology at Gallaudet University in Washington, D.C, before attending the California State University at Northridge for his Masters degree in Education of the Deaf. Over his professional career, he has been a classroom teacher, principal, and Director of Instruction mostly at the California School for the Deaf in Fremont. In 2000, he moved to the Land of Enchantment to become the NMSD Superintendent. In 2008, he earned a doctorate in Educational Leadership from the University of New Mexico. Hedy (his wife) and Ron are parents of three children who are 4th generation deaf on his father’s side and new grandparents of a grandchild who is 5th generation deaf on both sides of her parents.
