Title: 'KY EHDI Scorecard, Setting the Standards'

Learning Objectives:

Abstract:

Since inception of EHDI Programming in 2001, KY EHDI staff has provided feedback to hospitals during an annual visit. In 2010 the Hospital Compliance Manual was revised to target areas of data collection and submission through KY CHILD (KY Certificate of Birth, Hearing, Immunization and Lab Data). Site visits have been paramount in cross-checking data and facilitating collaboration with staff at birthing hospitals. This teaming is critical to ensuring accurate, complete and timely submissions of hearing screen reports. However, annual visits are not optimal if parameters change at birthing hospitals, such as staffing, job duties, equipment issues or changes in protocols. If not addressed immediately, these issues may result in inaccurate, incomplete and/or untimely submissions to the EHDI database which can affect optimal outcomes for infants and their families. Building upon the revised data sections of the Hospital Compliance Tool, with input from EHDI, IT and hospital personnel, several areas were identified to test the accuracy of extracting database information and reporting back to hospitals. Initial reports were shared and feedback was obtained, resulting in the current product. In addition to each individual hospital’s performance, state performance along with National Goals is provided. Scorecard areas include the provision of: identification of infant’s PCP; mother’s SSN used in de-duplication of records; infant’s first name; timely submission of data; and physiologic referrals receiving follow-up within 90 days of age. The newest version was shared with KY hospitals during 2012 site visits. Plans to send semi-annual reports are scheduled to begin January 2013. Hospitals with scorecards reflecting less than 80% in any area or a significant decrease in compliance will be contacted by an EHDI Regional Coordinator for technical assistance. As the EHDI program evolves the opportunity to evaluate other areas, adapt scorecards and continue to provide feedback is limitless.

      Michelle King has her doctoral degree in audiology and 30+ years of experience providing diagnostic and habilitative audiologic services for infants and the pediatric populations. She led the planning, developing and implementing of Universal Newborn Hearing Screening in KY and the advancement of programming to encompass Early Hearing Detection and Intervention (EHDI)and its 1-3-6 goals. She was the business lead in the development of the web-based data programming KY CHILD which supports the capture, surveillance and tracking for EHDI from birthing hospitals and diagnostic audiologists in KY. She has been a member of the Directors of Speech and Hearing Programs in State Health and Welfare Agencies (DSHPSHWA) since 1987 serving in a variety of offices on the Executive Board and served as their representative on the Joint Committee on Infant Hearing.

      Cathy graduated in 1985 with a BA in Biology. She taught high school biology and math for then moved to Child Welfare at Home of the Innocents for 6 years and then moved to DCBS in CPS Investigations. She worked in investigations, family court, adoptions, and with medically fragile foster children. She joined the EHDI program at the Commission for Children with Special Health Care Needs in September 2011. As the EHDI Health Program Administrator, she works within KY CHILD and CCSHCN’s database to ensure accuracy of data, assist families and providers with information and programming technical assistance. She has her Master’s degree in Social Work and 35 hours post Master’s work. She has also taught Research and Statistics at Kent School of Social Work and Social Work Practice at Spalding School of Social Work.

Lou Ann Jones - Co-Presenter
Commission for Children with Special Health Care Needs
     Credentials: M.S., CCC-A
     Other Affiliations: American Speech-Language and Hearing Association; American Academy of Audiology; Kentucky Academy of Audiology; Educational Audiology Association; Kentucky Speech-Language and Hearing Association.
      Lou Ann Jones was an audiologist at the Kentucky School for the Deaf for 15 years. In her role at the Kentucky School for the Deaf she provided direct services for deaf and hard of hearing children spanning in age from birth to 21 years old and provided technical assistance to school districts through out the state. Since 2001, she has been a Regional Coordinator for EHDI in Kentucky and is currently serving as the Audiology/EHDI Regional Coordinator for the Commisssion for Children with Special Health Care Needs. She received a Bachelor of Science Degree in Communication Disorders from Murray State University in 1981 and a Master of Science Degree in Audiology from the University of Louisville in 1983.

      Kelly received her Master of Science Degree in Audiology from Radford University in 1988 and a Bachelor of Science Degree from West Virginia University in 1987. She has 22+ years of pediatric audiology experience (birth to 21 years) through the Commission for Children with Specical Health Care Needs. She has served as an Audiology/EHDI Regional Coordinator at the Commission for Children with Special Health Care Needs since 2007.
