Abstract:
Research in the United States and abroad has consistently shown that many parents of children with hearing loss perceive, with hindsight, that professional services did not make them fully aware of the range of choices available in supporting their child’s linguistic, academic and social-emotional development. Through the work of the Texas EHDI Pilot (2008 – 2011), data was collected from families that directly spoke to this finding. Concern primarily centered on communication choices, although amplification options, access to other families of children with hearing loss and access to the deaf community were also noted. Because of these disparities, the HoPE Parent Partnership Program? was purposely developed to empower families and educate providers to work in a collaborative, culturally sensitive, respectful partnership that promotes informed choice for families navigating the early hearing detection and intervention system in Texas. An important component of the Program’s resources includes the development of the Hope Begins Here Family Resource Kit™, initially funded through the Texas Education Agency as part of the Texas EHDI Pilot (2008 – 2011). The Kit is comprised of a reflective notebook that details information to help families understand the diagnosis, communication opportunities and considerations, honors informed choice, and provides a mechanism to organize the multitude of health and education related paperwork for their child. The notebook also includes a section outlining their local EHDI network of support where families can record personal provider information as well as record answers to provider related questions, and lists state and national resources families may wish to contact for more information. This session will outline the design and content of the Hope Begins Here Family Resource Kit™ and will detail how this resource serves to both enhance and further the Program’s mission. Potential applications for states working in a similar direction will be discussed.

      Alicia M. Favila, M. Ed., provides leadership, staff development, consultation and technical assistance in the development and implementation of comprehensive early intervention services for families of infants and toddlers with hearing loss in Texas. Ms. Favila facilitates the Texas Deaf and Hard of Hearing Leadership Council: Birth – 3, on behalf of the Texas Education Agency, which serves as an action-oriented advisory committee designed to improve the state’s EHDI system of care. Her expertise is in promoting practices, protocols and personnel preparation to support a comprehensive coordinated statewide seamless system of services so that no child/family is lost to follow-up. Ms. Favila directs the HoPE Parent Partnership Program?, oversees the National Early Childhood Assessment Project for the state of Texas and serves as a core team member for the Texas NICHQ Project. Ms. Favila provides consultation to other states and stakeholders involved in EHDI system improvement efforts.
