Title: 'How to Date the NANI - Partnering with Hospitals to Populate Your Public Health Information System' Track: 1 - EHDI Program Enhancement Keyword(s): Interoperability, EHR, Data management, EHDI Learning Objectives: Define the resources needed for a NANI implementation. Describe outreach activities for engaging and partnering with hospital program and IT personnel. Describe the meaningful use incentive available to hospital that implement NANI. Abstract: Public health programs need accurate and timely demographic information to improve healthcare outcomes for newborns. In 2011, the Texas Early Hearing Detection and Intervention (TEHDI) Program with the support of the Centers for Disease Control, implemented an interoperability solution to address the longstanding issue of incomplete and inaccurate newborn demographic information. The solution utilizes standards-based, information protocols to communicate real-time newborn and maternal demographic information from the birthing facility's Electronic Health Record (EHR) to Public Health. The Newborn Admission Notification Information (NANI) tool is the “agent” that allows the EHR data to populate the EHDI management information system (MIS) or any public health MIS, such as the TEHDI MIS. NANI was designed to improve the quality and quantity of newborn and maternal demographic information obtained from birthing facilities and to provide an accurate denominator of hospital births at a facility. The implementation of NANI requires collaboration among hospital management, screening personnel, hospital IT and the state department of public health. The rewards of such a collaboration include greater visibility for the newborn hearing screening program in the hospital, improved efficiencies with screening and care coordination and ability to demonstrate meaningful use of the hospital EHR in order to qualify for an incentive payment. In this presentation, the TEHDI Program will review steps taken to achieve success in the implementation of this interoperability solution. The topics include outreach activities for engaging and partnering with hospital program and IT personnel, resource allocation, meaningful use incentives for participation, and implementation. Challenges and successes with the NANI tool adoption will be addressed. At the end of the session, attendees will have a framework for planning a newborn admission notification project for their own state and an understanding of the implementation process for a hospital. Doug Dittfurth - Primary Presenter,Co-Presenter,Author Texas Department of State Hearing Services      Credentials: BSFA, MEd       Doug has worked in the services with persons who are deaf/hard of hearing arena for over 40 years in several capacities: teacher, vocational rehabilitation counselor, interpreter, interpreter trainer, mental health/substance abuse counselor, rehabilitation facility administrator, consultant and state lead for advocacy for communication access and discrimination. His undergraduate studies include habilitation of the deaf, audiology and learning disabilities at Texas Christian University in Fort Worth. He has Master of Education degrees in Counseling and Psychometrics from Midwestern State University in Wichita Falls. As a certified interpreter, he holds Texas BEI Level III/Court Interpreter Certifications. After working for the state’s Office for Deaf and Hard of Hearing Services for 14 years, he moved to the Texas Health and Human Service Commission's, Department of State Health Services as the coordinator of the Texas Early Hearing Detection and Intervention (TEHDI) in July 2013.       ASHA DISCLOSURE: Financial - No relevant financial relationship exist. Mary Catherine Hess - Co-Presenter,Author OZ Systems      Credentials: MA, BS       Mary Catherine Hess has been working with EHDI programs since 2002. She is employed by OZ Systems and works as an Account Manager for the Texas EHDI Program and the USVI EHDI Program. Previously, she was the Program Administrator for Rhode Island’s EHDI Program from 2001-2008 and co-chair of the CDC EHDI Data Committee from 2007-2008. She has presented at local, regional and national EHDI events on topics related to newborn hearing screening, data management and data reporting, and most recently standards-based messaging for EHDI programs. She achieved her MA in Linguistics from Gallaudet University and holds a BS in Communication Disorders. She is a certified ASL/English interpreter. Her interests include communication access issues in health care settings, assistive technology and long-term outcomes for deaf and hard of hearing children identified through the EHDI process.
