Developing the EHDI Program in the Federated States of Micronesia
This presentation describes the geographic area of the Federated States of Micronesia (FSM) in the Western Pacific. It will discuss how FSM initiated and established the EHDI program in the many islands which compose the 4 States of the FSM and the many challenges that had to be overcome to establish a fully operational program. The unique process used to integrate the hearing screening and follow up into health and education practice is reviewed and FSM-EHDI hearing screening data and the number of infants identified with hearing loss from 2009 to 2012 are presented. The FSM is at 92% screening across all the islands, contributing variables to success include, staff commitment, team work, problem solving, monitoring progress through data trend analyses, and maintaining collaborative partnerships with parents and the Special Education Early Childhood program. FSM’s success in integrating newborn hearing screening is validated by data changes observed for 3 years. Improvements continue to be needed in the FSM-EHDI program, particularly in the area of timeliness of services and budget management issues, however the success of the FSM demonstrates how obstacles can be overcome and differences made in the quest for healthy outcomes for newborn infants in the FSM.
- Describe the geographic area known as the Federated States of Micronesia and learn about the diversity of cultures and languages that compose the FSM, a unique context of 4 main languages, minority languages, and many dialogues, with English as the common language across the FSM.
- Compare the challenges in service delivery in their States with the unique challenges faced by FSM and come away with an appreciation of key variables all successful program have demonstrated: Willingness to overcome barriers to deliver quality services to infants and young children.
- Propose other problem solving strategies in the delivery of services to infants and young children with hearing loss and share ideas in working with diverse groups.

Dr. Anamaria Yomai serves as the FSM-EHDI National Champion and is a pediatrician in her home state of Chuuk, FSM. She is also in charge of the FSM Children With Special Health Care Needs Program in the FSM Department of Health & Social Affairs.

Dr. Velma Sablan is a tenured full professor of Foundations and Educational Research at the University of Guam, School of Education. She has served as the project evaluator to the Guam CEDDERS/Guam EHDI project since 2003 and to the FSM-EHDI project since 2008. She is the mother of 2 sons and grandmother to a grandaughter and 2 grandsons.
