The Team-Based Model of early intervention is being implemented in states throughout the country. The application of the practice of using a primary service provider or team lead approach to services for families of children who are deaf and hard of hearing has been the subject of much debate. Few state early intervention models incorporate hearing-related service providers into their team structure. The State of Arizona has recently implemented the Team-Based Model, a primary service provider model of early intervention, statewide; and has incorporated services for all children with disabilities, including services for children who are deaf, hard of hearing, blind, visually impaired, and deafblind. This presentation will outline the involvement of the programs for the deaf and the blind in the development of statewide early intervention policies and procedures; as well as in the implementation of the new Team-Based service provision model. The presenter will share the successes, challenges, and next steps in the implementation process. The presenter will also review a summary of current research related to a Team-Based approach to early intervention and a framework for utilizing this evidence-base in conjunction with best practices in early intervention for children who are deaf or hard of hearing.

Kelly Birmingham is an Administrator at the Arizona State Schools for the Deaf and Blind, with responsibility for oversight of statewide early intervention services for children who are deaf, hard of hearing, blind, visually impaired or deaf-blind; as part of the Arizona Early Intervention Program. Kelly has a master's degree in Deaf Education and a Education Specialist Degree in Change Leadership in Education. She has worked as a classroom aide, educational interpreter, speech and communication teacher, teacher of the deaf, supervising teacher, and administrator. Her current responsibilities also include oversight of agency publications, website, and social media for the statewide agency of the Arizona State Schools for the Deaf and the Blind.
