Language Policy for Deaf and Hard of Hearing Children: Why We Need One
We will share the newly created Language Policy for Deaf & Hard of Hearing Children Ages 0-5. The Task Force consisted of experts regarding Deaf & Hard of Hearing children: parents, Deaf Education professors, early intervention home visitors, advocates, a newborn hearing screener, and D/HH professionals. The Language Policy focuses on research based best practices for
language acquisition, language development, and Kindergarten-readiness. In the report are recommendations for new language interventional strategies, for inclusion of all stakeholders, and for new research.

- Discuss application of these best practices

Marla Hatrak is Chair of the California Association of the Deaf Policy & Advocacy Committee and is a volunteer advocate for early language acquisition for all DHH children and their families. She worked with Edward Klima and Ursula Bellugi at the Salk Institute. She received her Master’s in Early Childhood Studies with a Specialization in Public Policy and Advocacy and is currently a doctoral student in Educational Policy, Leadership, and Management. She has two Deaf children who are now adults.

Laura T Petersen MA Ed, currently provides support to families in California with young Deaf/HH children in her position as Early Intervention Consultant with the California Department of Education. She has worked with families with Deaf and Hard of Hearing children as a parent infant specialist, a behavior specialist, a home visit teacher and an Early Intervention Educational Consultant in both medical and educational environments. She supports families by helping them navigate the medical and educational interventions using research-based information regarding language acquisition and social-emotional development as they apply to the academic readiness of their children.
