Using Program Evaluation to Improve the Iowa EHDI system
The Iowa EHDI program is in the process of evaluating the infrastructure and processes that comprise the EHDI system: screening, referral, early intervention, and family support. The evaluation will be used to enhance programming to improve tracking and follow up of infants and children and screening/ follow-up data, guide policy and decision making, and develop a comprehensive EHDI sustainability plan. With input from EHDI stakeholders, the Iowa EHDI program developed a logic model to guide program evaluation, update program indicators, and identify focus areas for the first phase of program evaluation. In collaboration with CDC, Iowa EHDI designed surveys to collect data on the usability, efficiency and functionality of the EHDI data system. The survey results will be presented in this presentation. In addition, this presentation will give participants information on the methods, evaluation tools, preliminary findings, and next steps. It is the goal of Iowa EHDI to be able to provide resources for other EHDI programs who are interested in doing statewide program evaluation.

Jennifer Thorud received her bachelor’s degree in biology from Drake University, Des Moines, IA, and her master of public health degree in epidemiology from the University of Iowa, Iowa City, IA. Ms. Thorud has expertise in data linkage and analysis through her work with the Iowa Department of Public Health Bureaus of Family Health and Health Statistics. In her current role with the Iowa EHDI program, Ms. Thorud serves as the program evaluator for the Iowa EHDI program and is conducting a comprehensive evaluation of the EHDI program including data analysis.

Tammy O'Hollearn

Tammy O’Hollearn, BA, is the EHDI coordinator for Iowa. Besides ensuring universal hearing screening and prompt follow up services is available to all newborns in Iowa, she also has special interests in Maternal and Child Health, Mental Health and Family Support issues. She is actively involved in various advisory committees in the state of Iowa. Tammy received a Link Associates Dorothy Schwartz Award in 1993 and ISHA Outstanding Service Award in 2009.
