Tracking Intervention and Language Outcomes Statewide via the EHDI Database

In 2007, the Joint Committee on Infant Hearing published the following guideline: “Information systems should be designed to… measure outcomes and report the effectiveness of EHDI services at the community, state, and federal levels.” The majority of states have created EHDI databases capable of tracking children from newborn hearing screening to identification of hearing loss. Much less common is the ability of a state database to capture the “I” in EHDI. That is, enrollment into intervention and child outcomes attained after enrollment. In this presentation, we will describe and demonstrate the components of our EHDI database that allow us to track a variety of features regarding the intervention a child with hearing loss receives during the birth to 3 period. In addition, we will share information about two language assessments that are used statewide with young children identified with hearing loss. Also, we will explain and demonstrate how we use the EHDI database to coordinate regular language assessments of children and track child language outcomes at the state level. Finally, we will explain how this comprehensive data system permits multiple professionals to input and view data on a given child, encouraging collaboration and teaming across disciplines.

Allison Sedey is a speech pathologist, audiologist, and researcher at the University of Colorado-Boulder and is the assessment and accountability coordinator for the Early Intervention Outreach Program at the Colorado School for the Deaf and the Blind. Dr. Sedey received her Ph.D. from the University of Wisconsin-Madison where she studied language acquisition in children who are deaf/hard of hearing as well as in children who have Down syndrome. Since that time, she has served as the project coordinator on a variety of grant-funded research projects examining predictors of developmental outcomes in young children who are deaf or hard of hearing. Dr. Sedey is currently the director of the Outcomes and Developmental Data Assistance Center for EHDI Programs (ODDACE) funded by the Centers for Disease Control and Prevention.

Dinah Beams is the program coordinator for the Colorado Home Intervention Program (CHIP), a statewide, in-home, family-centered early intervention program for families with children who are deaf or hard of hearing that is part of the Outreach Department of the Colorado School for the Deaf and the Blind (CSDB). Previous experience includes working as an Outreach Specialist at Beginnings for Parents of Children who are Deaf and Hard of Hearing in North Carolina and as both a classroom and itinerant teacher in Colorado. Dinah is the author of the CHIP Parent Manual and the Curriculum for Sign Language Instructors, and co-developer of materials for the Integrated Reading Project, part of CSDB’s Early Literacy Development Initiative for young children who are deaf or hard of hearing. Dinah also serves on the board for Colorado Families for Hands and Voices.
