Utilization of the Collective Impact Framework to increase support of families of deaf or hard of hearing children in South Dakota
Improving support of families of deaf or hard of hearing (DHH) children through engagement and partnership has been a continuous goal for EHDI programs and the HRSA Maternal and Child Health Bureau. The South Dakota EHDI Collaborative supports this program objective through the work of the state’s HRSA EHDI grant goal to strengthen the statewide capacity to engage and support families with children who are DHH. In 2019 South Dakota went from having no support group for the families of DHH children, to witnessing the South Dakota Hands & Voices chapter move quickly from provisional to full chapter status. As a strong advocate of the group’s formation, the South Dakota EHDI Collaborative has provided financial backing, as well as technical assistant and affirmational support. This strong parent professional partnership has led South Dakota to having a substantial impact on the family support network and opportunities in the state through a common agenda, coordinated worked, maximized activities, measured progress, and continuous communication. Being a sparsely populated state with many low socioeconomic indicators, attention is always paid to including the voices of diverse groups and the accessibility of resources and events. The five aforementioned conditions implemented together with equity practices is the collective impact framework. While further evaluation is planned, preliminary observations suggest that initiation and continued use of collective impact practices has fostered a successful collaboration that has led to a systemic change in support of families of DHH children in South Dakota. We anticipate illustrating instances of the framework’s conditions used in South Dakota will be helpful to other states, as many issues are best proven to be impacted through collaboration.

Presenter: Shelby Hintze Jepperson
Shelby Hintze Jepperson currently serves as faculty for the University of South Dakota, School of Health Sciences, Master of Public Health program. She has a Master of Public Health degree and is pursuing a Ph.D. in Health Sciences with an interest in maternal child health and rural health. She has worked on South Dakota EHDI projects as part of the SD EHDI Collaborative since May of 2017, and currently serves as the Project Director of the HRSA EHDI grant.
