The first 5-year Progress following the Iowa Cytomegalovirus Legislation
In 2017, the Iowa Legislature passed a law requiring newborn health care providers to offer testing for congenital cytomegalovirus (cCMV) for newborns who did not pass outpatient hearing screening following refer response on initial newborn hearing screening. Iowa became the 9th state to mandate CMV education and screening following the passage of Utah’s law in 2013. While the CMV laws are unique to each state, Iowa’s Senate File 51 requires both cCMV screening and a public education and awareness program. Infants who test positive within the first 21 days following their birth have the option of treatment with antiviral therapies, which may decrease the risk of permanent hearing loss. Unfortunately, the current Iowa Law does not specify how CMV testing should be overseen within our state to ensure that children with cCMV are tested within the appropriate time frame to receive antiviral medications following the failed outpatient screening. However, the cCMV is considered an automatically qualifying condition for Early Intervention services in Iowa. The purpose of this study is to assess the impact of enacted legislation in Iowa, by analyzing the cCMV screening data to determine if the hearing-targeted cCMV screening could allow CMV-infected infants to receive better care. This study will disseminate babies born between the passage of Iowa Senate File 51 in 2017 and current 2021 data, showing how many babies were born, had failed outpatient screening, and then were designated with CMV risk in our current EHDI monitoring system. We will also discuss various efforts in Iowa to improve oversight of children with cCMV who were referred, enrolled, and receiving appropriate Early Intervention services in a timely manner, including family support.

- The participant will be able to identify how many babies failed outpatient hearing screen and then were tested with cCMV screening in Iowa.
- The participant will be able to discuss the effects in Iowa to improve monitoring of the number of children in Iowa born with CMV, and timely referral to Early Intervention Services.

Presenter: Eun Kyung (Julie) Jeon
Eun Kyung (Julie) Jeon, Au.D./Ph.D. is a Clinical Assistant Professor in Communication Sciences and Disorders at the University of Iowa. She received her Au.D. in 2008 and Ph.D. in hearing science in 2016 from the University of Iowa. Her research and clinic interests are in aural (re)habilitation for children and adults with hearing aids and cochlear implants. She is a reviewer for journals including Ear and Hearing and Cochlear Implant International. She is a member of the American Academy of Audiology (AAA), the American Cochlear Implant Alliance (ACIA), the American Speech-Language-Hearing Association (ASHA), the Iowa Speech-Language-Hearing Association (ISHA), and the Asia Pacific Society of Speech-Language-Hearing (APSSLH). Currently, she serves as an educational committee officer for the APSSLH, a Member-at-Large for the ISLH Foundation, a program committee member for the CI2023 conference, and an Iowa’s EHDI Advisory Board representative for the ISHA.

Linda has worked in Iowa as an audiologist for 28 years, with over 15 years as a pediatric audiologist in private practice and 10 years as an educational audiologist. Currently, Linda works as Iowa’s EHDI follow-up coordinator and offers audiology technical support as needed. Linda also is the audiology consultant for Iowa’s Deaf/Blind Project and sits on the Deaf/Blind Project Advisory Board. Linda has previously sat on Iowa’s EHDI Advisory Board as a representative for the Iowa Speech/Language/Hearing Association (ISHA), and on the Iowa Medicaid Board representing private practice audiologists. She has previously presented on pediatric assessment, fitting and early intervention for the Iowa Speech/Language/Hearing Association (poster session), Iowa’s EHDI continuing education webinars, the annual Iowa Deaf/Blind symposium, Access for Special Kids (ASK) Resource Center, and the Iowa Association for the Education of Young Children (IAEYC).
