Promoting EHDI Practices (PEP) Based on the JCIH Position Statement

The 2019 Joint Committee on Infant Hearing Position Statement is a content rich, multi-disciplinary collaborative document. In order to broadly disseminate the concepts and practices endorsed in the position statement a group called Promoting EHDI Practices (PEP) has been working to create materials based on the position statement that can be used in various formats, with multiple audiences and delivered via several different avenues. This presentation will include JCIH leadership to explain the background and process of producing the position statement including the member entities. The PEP team will discuss how the common messaging is used in materials across applications including EHDI-PALS, NHSTC, state education projects and others. Discussion will include prioritizing content development and modification specific to the needs for your state and your audience. Handouts to include electronic links to power point, JCIH position statement, PEP content, EHDI-PALS and NHSTC

Ginger Mullin (), Illinois Department of Public Health, ginger.mullin@illinois.gov;
Dr. Ginger Mullin has a Bachelor’s degree Communication Disorders. She also holds a Master’s and Doctoral degree in Audiology. She has worked in pediatric audiology and the EHDI system since 1995 and became Illinois’ EHDI coordinator in 2005. During that time she has been the principal investigator for both the Health Resources and Services Administration (HRSA) and Centers for Disease Control and Prevention (CDC) grants/ cooperative agreements. She has received specific training in pediatrics, public health, data management and Continuous Quality Improvement (CQI). As the EHDI Coordinator, Dr. Mullin has worked at the state and national level to promote newborn hearing screening, audiology diagnostics, targeted intervention, family-to-family support, stakeholder education and ongoing surveillance through age 3. She has presented regionally and nationally on pediatric assessment, amplification, the EHDI system of care, and partnering with families She has been part of the leadership teams for the Newborn Hearing Screening Training Curriculum (NHSTC), EHDI-PALS, Virtual Site Visit Project (VSV), as well as the national EHDI Meeting. She has severed in many capacities, including the President for the Directors of Speech and Hearing Programs in State Health and Welfare Agencies. She is the co-leader of EHDI Chats a national forum for EHDI Coordinators to meet monthly and share seamlessly while stealing shamelessly from one another to enhance state programs. She has been nominated several time for the Antonio Maxon Award at the National EHDI Meeting and received the Seaver Vision Award. Dr. Mullin was also a key leader for the EHDI and GBYS program which received the Generating Real Action by Cultivating Engagement (GRACE) Award from Expecting Health and Baby’s First Test. Dr. Mullin sits on the Illinois Universal Newborn Screening Advisory Committee and the Illinois Interagency Council on Early Intervention to guide work for children with low-incidence sensory disabilities.

Kirsten Coverstone (), MN Dept. of Health, Kirsten.Coverstone@state.mn.us ;
Dr. Kirsten Coverstone is an audiologist at the Minnesota Department of Health (MDH) Newborn Screening Program. As a coordinator of Minnesota’s EHDI program, Kirsten has worked at the local, state, and national levels to support best practice for universal newborn screening, timely & complete audiologic follow-up for hearing, and early access to intervention. In addition, Kirsten implemented the statewide hearing instrument loaner program for infants and young children in Minnesota. Universal screening, education, and follow-up for congenital cytomegalovirus (cCMV) has been a longstanding aspiration as cCMV is the leading cause of non-genetic hearing loss and is intricately related to EHDI. She serves as current Co-Chair of the Joint Committee on Infant Hearing (JCIH), & Co-Chair of the Center for Disease Control (CDC) EHDI Data Committee.

Carrie Balian (), Illinois Hands & Voices Guide By Your Side, cbalian6@outlook.com;
Carrie Balian is a mother of five children. Her oldest son, Jack, was born deaf. She is the Coordinator of her state Guide By Your Side (GBYS) program and has presented to groups nationwide and co-authored several publications. She currently serves as a member on the Illinois Universal Newborn Screening Advisory Committee and the Illinois Hands & Voices board. Carrie also works with Hands & Voices HQ as a Region V Coordinator and as the GBYS Program Lead. She is a graduate of the Hands & Voices L2L (Leadership to Leadership) program. Carrie has also been recognized and awarded most recently with the 2022 Family Leadership award for her support, commitment, and leadership within the field. Ms. Balian was part of the leadership team which was awarded the Generating Real Action by Cultivating Engagement (GRACE) Award from Expecting Health and Baby’s First Test.

Lylis Olsen (), The EAR Foundation of Arizona, lylisolsen@msn.com;
Lylis Olsen is the State EHDI Coordinator in Arizona. She is a pediatric audiologist with 35years of experience. She also has a Master's degree in Public Health and has 28 years experience in state newborn hearing screening programs. She works with the EAR Foundation of Arizona on education, advocacy and promoting services for families and their children who are Deaf or Hard of Hearing. Lylis also manages the HEAR for Kids, a unique program that serves as a safety net for children in need of loaner cochlear implants or hearing aids, permanent hearing aids or access to all levels of diagnostic audiology services.

Randi consults on a variety of EHDI related projects with the National Center for Hearing Assessment and Management (NCHAM). She maintains her role as program manager for NCHAM’s Newborn Hearing Screening Training Curriculum (NHSTC), the EHDI-PALS Directory and the Newborn Hearing Screening Virtual Site Visit (VSV) Program. She has co-authored several research articles involving newborn and early childhood screening. From 1998– 2015 she maintained the role of consulting audiologist for The EAR Foundation of Arizona and Arizona's EHDI Program which included the implementation of newborn hearing and early childhood screening programs. The emphasis of her work included program quality, systems development, and best practices. During that time she served on NCHAM’s Technical Assistance Network, assisting states in Region X with their EHDI program development efforts. From 2015-2018 she served as Hearing Screening Program Manager at Audiology Systems. Randi holds doctorate of audiology, is state licensed in Arizona and a member of AAA and ASHA. She serves as co-director of the Arizona Special Olympics Healthy Hearing Program.

Patricia Burk (), Oklahoma State Department of Health, PatriciaAB@health.ok.gov;
Patricia Burk is the Manager of the Allied Health Technical Program at the Oklahoma State Department of Health. She launched this new state program in 2023 which provides technical support for the Oklahoma Part C Early Intervention Program, SoonerStart, and the state-funded Child Guidance Program serving approximately 200 employees statewide. Patricia served as Oklahoma’s EHDI Coordinator for the Newborn Hearing Screening Program for 13 years and previously as the program’s Follow-up Coordinator for 3 years. Patricia led the Oklahoma Audiology Taskforce (OKAT) during her time at EHDI bringing together statewide providers, advocates, and caregivers related to pediatric hearing loss. She graduated from the University of Oklahoma Health Sciences Center with a Masters in Speech-Language Pathology. Before becoming the state educator for Newborn Hearing, she worked for an intentionally acclaimed cochlear implant clinic where she specialized in intervention services for children and adults with hearing loss. Patricia holds her international certification as a Listening and Spoken Language Specialist, Certified Auditory-Verbal Therapist (LSLS Cert. AVT). She has served as the DSHPSHWA Secretary/Treasurer as well as a Quality Improvement Advisor for the National Center for Hearing Assessment and Management. Currently, Patricia serves as the DSHPSHWA Speech-Language Pathologist Representative and Co-Chair of the Joint Committee on Infant Hearing (JCIH). Though Patricia has served over a million Oklahoma children, she is most proud of her 11 year old son, Bennett.
