Successful State Collaboration Between EHDI and Early Intervention (Part C of IDEA): Strategies, Resources, and Tools

Early Hearing Detection and Intervention (EHDI) Programs are charged with focusing on language acquisition/language outcomes for infants and toddlers who are deaf or hard of hearing (DHH); however, they cannot do this work alone. To be successful, EHDI Programs will need to collaborate with their early intervention system, specifically their Part C of the Individuals with Disabilities Education Act (IDEA) program. This session will provide multiple examples of successful state collaboration between EHDI and Part C for ongoing communication, developing shared tasks and goals, and engaging in joint decision-making. Participants will be provided strategies, resources, and tools developed by state EHDI and Part C Coordinators with input from CDC, HRSA, OSEP, NCHAM, and Hands & Voices to foster collaboration in their respective states and territories.

  • Describe levels of collaboration between EHDI and Part C programs
  • Identify multiple successful strategies they can implement or support in their state to improve collaboration between EHDI and Part C programs
  • Identify tools they can use to support their efforts to increase collaboration between EHDI and Part C programs

Presenters/Authors

Stacy Callender (Primary Presenter), Mississippi State Department of Health, stacy.callender@msdh.ms.gov;
Stacy Callender has worked in public health, education, mental health, and universities for more than 20 years. She currently serves as the MCH Block Grant Coordinator with the Mississippi State Department of Health (MSDH). She previously served as the Child & Adolescent Health Director, EHDI-Mississippi Coordinator, and the Mississippi First Steps Early Intervention Program Coordinator with the MSDH. Prior to that, she served as the State 619 Coordinator for Early Childhood Special Education with the Mississippi Department of Education and the Executive Director of the State Early Childhood Advisory Council to the Governor. She has also been an administrator, grant writer/manager, researcher, lecturer, child and classroom assessor, Early Intervention evaluator, school-based mental health therapist, and preschool day-treatment behavioral specialist. She is a Nationally Certified School Psychologist (NCSP) and is licensed in multiple states.
