Collecting and Documenting Language Outcomes: Three Statewide Models
Collecting and documenting language outcomes of all children statewide and/or all children within an early intervention program offers several key benefits. Specifically, program- and state-wide data can be used to evaluate program strengths and challenges, guide program development, inform professional preparation needs, and meet funding requirements. Additionally, combining outcome data with other information about children and families can reveal health disparities, helping to identify groups of children who are at increased risk for language delay. While many intervention and EHDI programs recognize the importance of collecting language outcome data, they may face uncertainty about how to implement such a process effectively. In this presentation, three states will share the models they developed that resulted in successfully collecting and documenting language outcomes statewide. By examining these different existing frameworks, intervention and EHDI programs can gain insights into steps that can be taken to make the process of collecting and tracking language outcomes manageable and effective.

Allison Sedey is a speech pathologist, audiologist, and researcher. She is currently the director of the Early Language Outcomes Lab (ELO) at the University of Colorado-Boulder and is the assessment and accountability coordinator for the early intervention outreach program at the Colorado School for the Deaf and the Blind. Dr. Sedey received her Ph.D. from the University of Wisconsin-Madison where she studied language acquisition in children who are deaf/hard of hearing as well as in children who have Down syndrome. For the past 30 years, she has served as the director or project coordinator on a variety of grant-funded research projects examining predictors of language outcomes in young children who are deaf or hard of hearing.

Dana Hubbard

Dana Hubbard, MEd, is the program manager for the Louisiana Early Hearing Detection and Intervention (LA EHDI) program, housed in the Louisiana Department of Health. She has a background in speech and hearing, as well as human development and family science. Dana has over 20 years of extensive and varied experience as a certified teacher of the deaf and hard of hearing, which includes early intervention support and education to families and children birth to age 3 in the Part C system and state school for the Deaf, as well as classroom and individual instruction with students, and their families, from ages 3-22, itinerantly and as coordinator of a district program for students who are deaf or hard of hearing.

Terri Ibieta

Terri Ibieta, MEd, is the EHDI Coordinator for the Louisiana Early Hearing Detection and Intervention (EHDI) Program and has worked with the EHDI program for the past 20 years. She is a certified teacher of the deaf and hard of hearing with 15 years of experience providing early intervention services to children who are deaf or hard of hearing and providing family education and training. She has also taught deaf/hard-of-hearing children in preschool and elementary educational settings.

Margaret Berry

Margaret Berry, B.A., is the Early Intervention Coordinator for the Louisiana Early Hearing Detection and Intervention (LA EHDI) program. Prior to joining LA EHDI, Margaret worked as a preschool deaf education teacher in the public school system and as a parent educator for a state outreach program. After 33 years, she retired from these positions and has been with the LA EHDI program for the past 11 years.

Sarah Fitzgerald

Sarah Fitzgerald has served in various roles for the Wyoming Early Hearing Detection and Intervention (EHDI) Program since 2005. Since 2018, she has held the position of Co-Coordinator for Wyoming EHDI. Through her work, Sarah coordinates newborn hearing screening and follow-up throughout the state to ensure that children have hearing screenings completed by one month of age, diagnosis by three months of age, and are entered into early intervention by six months of age. She collaborates frequently with Wyoming Families for Hands & Voices and other statewide entities and stakeholders including work on the Wyoming Early Intervention Initiative (WEII) for Families and Their Children Who Are Deaf or Hard of Hearing.

Paula Mason has worked in the education field for the past 26 years, teaching in elementary, middle school, and high school classrooms. In 2001, she developed the post-secondary transition program at the Idaho Educational Services for the Deaf and the Blind (IESDB). She is currently the Director of Outreach for D/HH Services at IESDB.
