25 Years of Policy, Politics, and Progress
In 25 years, the policy landscape when it comes to early hearing detection and intervention has changed and evolved, especially in the last 8 years. New requirements have been established both at the federal level and the state level for many state agencies. In addition, research and resources have expanded exponentially when it comes to working with deaf and hard of hearing children. This presentation by an experienced policy counsel and expert with lived experience will walk the audience through an engaging and interactive nonpartisan review of what laws and policies currently are in place, from provision of services to language acquisition data.
- The participants will be able to state which federal laws and state laws currently apply to early hearing detection & intervention.
- The participants will identify two ways that federal policy has adjusted under the current administration.
- The participants will explain how federal policy and state requirements overlap and differ.

Tawny Holmes Hlibok, Esq., who recently served as a White House Fellow under the previous and current administrations, is a faculty member in Deaf Studies at Gallaudet University. She also served as Executive Director of the Conference of Educational Administrators of Schools and Programs for the Deaf. She graduated from Gallaudet University with BA degrees in Deaf Studies and Sociology along with a MA degree in Deaf Education and a juris doctorate with a concentration in family law at University of Baltimore Law. She has practiced law, provided policy analysis and advocacy services for families and Deaf children for over a decade.
